Civil society and advocacy in India

The uproar about NGOs getting foreign funds to lobby against nuclear plants and GMO crops is gaining momentum in India. Government is upset, the involved NGOs are being probed and intelligentsia is upset that this could signal shrinking space for dissent. A solution would be to raise funds in India to advocate policies? Are NGOs and donors ready for that?
